Grocery Gift Card Program

The purpose of the City of Redlands Grocery Gift Card Program is to reduce the negative economic effects on disproportionately impacted households as a result of the COVID-19 pandemic by providing assistance and furthering access to food. The Grocery Gift Card Program is funded by the Coronavirus State and Local Recovery Funds (CSFRF/CLFRF).

About the Program

The Grocery Gift Card Program provides eligible households with a $100 grocery store gift card on a monthly basis for one year. Applications will be accepted on a first eligible, first served basis beginning in the month of May 2022 and will continue to accept applications until December 20th, 2022. 

How to Qualify

  1. Reside within the City of Redlands; and
  2. Address is within one of the two Redlands Qualified Census Tracts (verified by the Office of Policy Development and Research); or
  3. Household income is below $65,880 per year; or
  4. Can demonstrate proof of current enrollment in one or more of the following programs:
    1. Children’s Health Insurance Program (CHIP)
    2. Childcare Subsidies through the Child Care and Development Fund (CCDF) Program
    3. Medicaid
    4. Temporary Assistance for Needy Families (TANF)
    5. Supplemental Nutrition Assistance Program (SNAP)
    6. Free and Reduced-Price Lunch (NSLP) and/or School Breakfast (SBP) programs
    7. Medicare Part D Low-income Subsidies
    8. Supplemental Security Income (SSI)
    9. Head Start and/or Early Head Start
    10. Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)
    11. Section 8 Vouchers
    12. Low-income Home Energy Assistance Program (LIHEAP)
    13. Pell Grants
    14. Southern California Edison’s California Alternate Rates for Energy (CARE) or Family Electric Rate Assistance (FERA) program

What Happens After I am Approved for the Grocery Gift Card Program?

Once enrolled, the household will receive a $100 grocery gift card per month Enrollment will be for one year.

Participants must adhere to program guidelines and must notify the City within 30 days if their eligibility changes during the one-year period covered by their application.

How Do I Get My Gift Cards?

Enrolled participants will receive an appointment request via email or by phone along with instructions of where to go to pick up monthly gift cards. Important items to bring to your appointment include:

  • Identification with name and address that matches the submitted enrollment application
  • Any documents verifying proof of eligibility

What Can The Grocery Gift Cards Be Used For?

The grocery gift cards can be used exclusively for food items. Tobacco or Alcoholic products may not be purchased using the grocery gift cards.

What If My Address Changes or My Eligibility Criteria Changes?

Participants must notify the City within 30 days if their eligibility changes during the one-year period covered by their application or if eligible participant no longer resides at the service address.

El propósito del Programa de Tarjetas de Regalo para Alimentos del City of Redlands es para reducir los efectos económicos negativos en hogares afectados o desproporcionadamente afectados como resultado de la pandemia de COVID-19 al proveer asistencia y el acceso a alimentos. ¿Qué sucede después de ser aprobado para el programa de tarjetas de regalo para los alimentos?

¿Qué pasa si mi dirección cambia o mis criterios de elegibilidad cambian?​

Participantes deben notificar la ciudad dentro de 30 días si su elegibilidad cambia durante el período de un año cubierto por su solicitud o si el participante elegible ya no reside en la dirección del servicio.

Assistance for Nonprofit Organizations

Nonprofit Assistance Program

The purpose of the Nonprofit Assistance Program is to provide grants to mitigate financial hardship of Nonprofit Organizations of Redlands that have been experienced negative economic impacts as a result of the the COVID-19 pandemic. The Nonprofit Assistance Program is sponsored by the Coronavirus State and Local Recovery Funds (CSFRF/CLFRF).

About the Program

The Nonprofit Assistance Program provides a one-time $5,000 direct grant to up to 40 of Redlands’ Nonprofit Organizations to mitigate financial hardship resulting from COVID-19. Applications will be accepted on a first eligible, first served basis beginning in the month of June 2022 and will have a program end date of December 31, 2022 or when funds are exhausted, whichever occurs first.

How to Qualify

  1. “Nonprofits eligible for assistance are those that experienced negative economic impacts or disproportionate impacts of the pandemic and meet the definition of “nonprofit”” (pg. 23, US Department of Treasury Overview of the Final Rule) below:
    1. Nonprofit definition – tax-exempt organization under Section 501(c)(3) or 501(c)(19)of the U.S. Internal Revenue Code

  2. To qualify as a Redlands Impacted or Disproportionately Impacted Nonprofits as a result of the pandemic, the organization must meet at least one of the following requirements:

    1. Decreased revenue (e.g., from donations and fees)

    2. Financial insecurity

    3. Increased costs (e.g., uncompensated increases in service need)

    4. Demonstrated lower capacity to weather financial hardship

    5. Challenges covering payroll, rent or mortgage, and other operating costs

    6. Nonprofits operating within HUD’s defined Qualified Census Tracts in Redlands

  3. Eligible organizations must meet all of the following criteria:

    1. Nonprofit must be physically located within the City operating with required valid incorporation documents 

    2. Must be a valid nonprofit and in existence as of March 16, 2020 (date the city declared state of emergency)

    3. Have experienced, and can provide documentation of negative economic impacts as a result of the COVID-19 pandemic such as:

      • Financial statements reflecting decreased revenue, challenges covering payroll, rent or mortgage, and other operating costs or other documentation validating the need criteria

What Must Be Submitted

The following items must be submitted for an application to be considered complete and eligible for consideration:

  1. Completed program application with signature declaring all information is true and correct

  2. Copy of current Nonprofit determination letter

  3. Completed W-9 IRS Request for Taxpayer Identification Number and Certification Form

  4. Additional documentation supporting program eligibility  – upon request only
