Affordable Housing in Redlands


Established in 1941, the Housing Authority of San Bernardino County (HACSB) is the largest provider of affordable housing, serving nearly 30,000 individuals and families throughout the County of San Bernardino. As a public agency, HACSB is tasked to address the local housing needs throughout the County, including the City of Redlands. 

HACSB provides a variety of Housing Assistance programs for qualified participants, including:

HOME Affordable Housing Program - with three sites in Redlands including Valencia Grove and Redlands Housing, along with Vista Del Sol for seniors, housing units are available through the HOME Affordable Housing Program. The HOME Program is available to low-and-moderate income level households.  The program insures reasonable housing choices for individuals and families. HACSB contracts with Beacon Property Management to manage the HOME Affordable housing program developments. Tenant-Based Housing Choice Voucher Program – the Housing Authority issues an eligible family a voucher and the family selects a unit of its choice.  If the family moves out of the unit, the contract with the owner ends and the family can move with continued assistance to another unit.

Project-Based Voucher Program – the Housing Authority enters into an assistance contract with the owner for specified units and for a specified term.  The Housing Authority refers families from its waiting list to the project owner to fill vacancies.  Because the assistance is tied to the unit, a family who moves from the project-based unit does not have any right to continued housing assistance.

Term-limited Lease Assistance Program – new families (non-elderly, non-disabled) from the Housing Choice Voucher Program waiting list will be part of this newer program. The family will receive a maximum of 5-years of lease assistance and case management to access the resources and gain the tools necessary to ultimately be on a path of economic independence.

Home Ownership Assistance Program – provides mortgage assistance for up to 15 years for working families.  Disabled families are eligible for the full term of their mortgage loan. Eligibility includes being a participant in the Public Housing or Housing Choice Voucher Program for at least one year.
